As Secretary of State, Marcell will push through the first-in-the-nation historic Ohio Election Integrity Bill of Rights.

  • Verify that only U.S. and Ohio citizens can register and vote in Ohio.

  • Require Voter ID for all voters, including vote by mail.

  • Accept all ballots received no later than the time polls close on Election Night. Ballots received prior to Election Night, must be processed and verified before Election Day, and tabulated and reported on Election Night.

  • Ensure only qualified voters may vote absentee, while all others vote in person.

  • Assure in-person voting limited to same day of election.

  • Require immediate and ongoing voter roll maintenance, and confirm citizenship of existing registrants.

  • Prohibit all insecure non-third party independently verified voting system technology, and adopt pre-printed hand-marked voter verifiable paper ballots for all 88 Ohio counties.

  • Confirm accuracy of elections by requiring precinct, county or city, and state reconciliation pre-certification and independent post-election audits.

  • Ensure transparency of election records, and create penalties for destruction or withholding of records.

  • Require proof of residency and citizenship verification for all Uniformed and Overseas Absentee (UOCAVA) ballot voters.
